We have again onlined the system for public blueprints. Blueprints are and may be located in several different corporations in different locations. The easiest way to find out where the blueprint you need is located is to use the website market service.

If the blueprint is located inside your own corporation and you have the required roles to use them you are free to use them as described in the guide located in here https://www.silentcoalition.com/help-center/public-blueprints/
