Major Buyback System Update

Buyback system has received a major update, which required some core changes. For this reason please let me know in case you face any weird bugs or prices. I tried to debug it as well as i could but you never know about these things.

The changes made to the system are

• Ability to add general tax per buyback location
• Ability to add refining rate per buyback location
• Compressed ore now also valued based on mineral value if mineral value is higher
• Ice valued now by compressed and refined value
• Row count now starts at 1 instead of 0
